BAKER CITY — Local teachers and the Oregon Education Association are helping fill Eastern Oregon food banks this winter. It started this fall, when Cindy Dougharity-Spencer was attending an Oregon Education Association meeting and the group talked about food insecurity during the federal government shutdown in October and early November.
